Requires the Department of Motor Vehicles and Department of Education to jointly inform local and regional school districts about a funding program for school buses equipped with seat safety belts.

Directs the departments to provide information on how school districts can apply for funds to offset a portion of sales tax on school bus purchases with safety belts.

Permits up to five percent of the total school bus seat belt account balance to be used to cover costs associated with informing school districts about the program.
