Amends subsection (b) of section 1-206 to grant the Freedom of Information Commission authority to provide relief from vexatious requesters to public agencies, effective October 1, 2017.

Allows public agencies to petition the commission alleging a requester is vexatious based on the number and scope of requests, nature of communications, and pattern of conduct constituting abuse of access rights.

Requires the commission's executive director to review vexatious requester petitions and determine whether a hearing is warranted; the commission must decide within one year of filing.

Permits the commission to grant relief including orders that agencies need not comply with future requests from a vexatious requester for a specified period not exceeding one year.

Allows any party aggrieved by the commission's grant of a vexatious requester petition to appeal to superior court in Hartford within fifteen days of the commission's decision.
