Requires neighborhood revitalization planning committees to include General Assembly members and elected municipal officials who reside in the neighborhood, in addition to tenants, property owners, community organizations, and business representatives.

Removes the requirement to publish notice of committee bylaws adoption in newspapers within seven days.

Adds legal protections for neighborhood revitalization planning committees and their members, requiring municipalities to defend and indemnify them against civil liability arising from committee duties, except in cases of intentional wrongdoing or gross negligence.

Changes municipal authority from "may" to "shall" establish a process for requesting waivers of state and local environmental, health and safety codes that unreasonably jeopardize implementation of an adopted strategic plan, provided waivers do not create substantial threats to environment or public health.

Effective date: July 1, 2017.
