Raises the legal age for purchasing and possessing tobacco products from 18 to 21 years old, effective October 1, 2017

Allows individuals who were already 18 years old before October 1, 2017, and all members of the armed forces to continue purchasing tobacco products despite the new age requirement

Updates point-of-sale notices and dealer regulations to reflect the new 21-year-old age requirement and associated penalties for violations

Establishes penalties for sellers: up to $200 for first offense, $350 for second offense within 18 months, and $500 for subsequent offenses within 18 months

Establishes penalties for persons under 21: up to $50 for first offense of purchasing or misrepresenting age to buy tobacco, and $50-$100 for subsequent offenses; includes violation of possessing tobacco in public places

Applies the same age requirement and penalties to electronic nicotine delivery systems and vapor products
