Requires joint standing committees with cognizance over appropriations, state agency budgets, and finance, revenue and bonding to conduct public hearings on the proposed state budget before General Assembly enactment.

Mandates these same committees vote to approve the proposed state budget prior to passage by the full General Assembly.

Requires the committees to vote to approve any proposed legislation implementing the state budget before the General Assembly enacts such implementing legislation.

Applies to general statutes amendments establishing these procedural requirements for budget approval.
