Enacts the "Agreement Among the States to Elect the President by National Popular Vote" as an interstate compact allowing any state or the District of Columbia to join by enacting this agreement.

Requires each member state to conduct a statewide popular election for President and Vice President and appoint presidential electors based on the national popular vote winner across all member states.

The chief election official of each member state shall determine the national popular vote total, designate the winning presidential slate, and certify the appointment of electors associated with that winner.

The compact takes effect when states cumulatively possessing a majority of electoral votes have enacted it, and member states may withdraw except within six months of a President's term end.

Includes tie-breaking procedures (awarding electors to the slate winning the most votes within that state) and allows the national popular vote winner's candidate to nominate electors if the nominated slate size does not match the state's electoral votes.
