Establishes a separate, nonlapsing "community investment account" within the General Fund to receive and distribute fees according to specified percentages across multiple departments and programs.

Allocates 25% of remaining funds (after $10 per fee to agriculture sustainability) to the Department of Energy and Environmental Protection for municipal open space grants and grants to lake authorities for invasive species control, capping lake authority grants at one-third of reasonable control costs.

Distributes remaining 75% among the Department of Economic and Community Development (25%), Department of Housing (25%), and Department of Agriculture (25%) for historic preservation, affordable housing, agricultural programs, and farmland preservation.

Allows agencies receiving funds to use up to 10% for program administration.

Effective October 1, 2017, with a transitional provision directing 50% of deposits from January 1, 2016 through June 30, 2017 to the General Fund instead of program distributions.
