HB 5590 Summary

• Establishes a Connecticut Preschool through Twenty and Workforce Information Network (CP20 WIN) governed by an executive board to securely share longitudinal data across participating state agencies for education and workforce program evaluation.

• Requires the Labor Commissioner to develop a universal intake form for American Job Center users and submit annual reports on job training program utilization, job placement outcomes, worker skills, and wage data to the legislature by December 1, 2017 and thereafter.

• Creates a Workforce Training Authority and Fund to provide training assistance to eligible businesses in insurance, financial services, bioscience, advanced manufacturing, digital media, green technology, and tourism sectors, with administrative costs capped at 5% of annual funding.

• Directs development of a soft skills training program through a competitive request for proposals process and establishes an outreach coordinator position within the Connecticut State Colleges and Universities system to develop workforce and Early College Opportunity programs.

• Amends existing higher education law to replace contextualized learning programs with Connecticut Early College Opportunity (CT-ECO) programs in state workforce planning and extends program reporting deadlines to January 1, 2018 and September 1, 2018.
