Establishes a Division of Emergency Management and Homeland Security within the Department of Emergency Services and Public Protection, effective July 1, 2017.

Places the Office of Emergency Management and Office of Counter Terrorism within the Division of Emergency Management and Homeland Security.

Requires the division's deputy commissioner to have at least five years of managerial or strategic planning experience in public safety, security, emergency services, or emergency response.

Prohibits the deputy commissioner from having any record of criminal, unlawful, or unethical conduct, and bars persons with political activities or financial interests that could create conflicts of interest or compromise security clearances.

Prohibits the deputy commissioner from being a sworn member of a law enforcement unit.
