Requires the Commissioner of Motor Vehicles to amend safe driving instruction course regulations to include two hours of instruction on statutory provisions, penalties for drivers under 18, dangers of teenage driving, adolescent cognitive development, and parental responsibilities and liabilities.

Mandates that a parent or guardian attend the two-hour instruction course with any applicant under 18 years old who is issued a learner's permit or youth instruction permit on or after August 1, 2008.

Exempts parents or guardians from the instruction requirement if they completed the two hours of instruction with another applicant within the three years prior to providing an affidavit to the commissioner.

Requires applicants to provide either an affidavit from a driver's school official confirming parental attendance, or an affidavit from the parent or guardian confirming they completed the instruction with another applicant within three years, before being permitted to take the driver's test.

Takes effect October 1, 2017.
