Amends section 5-278 of the general statutes to require each chamber of the General Assembly to vote on state employee collective bargaining agreements.

Collective bargaining agreements with state employee organizations must receive approval or rejection votes from both the Senate and House of Representatives.

Prohibits state employee collective bargaining agreements from becoming effective until the General Assembly approves them.
