Amends section 17a-714a(e) of Connecticut general statutes to revise municipal local emergency medical services plan requirements effective October 1, 2017.

Requires municipalities to ensure at least one emergency medical services provider likely to be the first responder at medical emergencies is equipped with an opioid antagonist.

Eligible first responders include emergency medical services personnel as defined in section 20-206jj or resident state troopers.

Mandates that equipped responders receive training approved by the Commissioner of Public Health in administering an opioid antagonist.

Amendment deadline for municipalities to update their local emergency medical services plans is October 1, 2016.
