Restructures the Historic Preservation Council membership from twelve Governor-appointed members to a thirteen-member council with appointments distributed among legislative leaders and the Governor, effective October 1, 2017.

Allocates council seats as follows: two members appointed by Speaker of the House, two by Senate President Pro Tempore, one each by House and Senate majority leaders, one each by House and Senate minority leaders, two by the Governor, plus the State Historian and State Archaeologist serving ex officio.

Establishes four-year terms for appointed members, with initial staggered terms of three years for some appointments, and prohibits members from serving more than two consecutive full terms.

Requires all appointments be made by November 1, 2017, and terminates all council members appointed prior to October 1, 2017.

Maintains the council's duties including historic preservation planning, administering the National Register of Historic Places, operating the Henry Whitfield House museum, and developing model ballot forms for historic district creation.
