Requires each state agency to notify the joint standing committee of the General Assembly having cognizance of the agency whenever a budget deficiency of more than $500,000 is projected.

Enables the legislature to work with state agencies to identify cost-saving measures to reduce or eliminate budget deficiencies.

Applies to all state agencies and their respective oversight committees in the General Assembly.
