Requires all out-of-state manufacturers and shippers of alcoholic liquor to unload shipments at a warehouse facility within Connecticut to allow state inspection before distribution to retailers or distributors.

Permits an exception if the in-state distributor or retailer has warehouse capacity to segregate out-of-state shipments for state inspection on their own premises.

Effective upon passage of the legislation.

Establishes inspection procedures to verify taxation compliance and ensure public health standards for beer, spirits, and wine entering the state.
