Creates a new manufacturer permit for farm breweries limited to producing not more than 75,000 gallons of beer per calendar year on farms within Connecticut.

Permits farm breweries to offer free samples, sell beer by the glass on-premises, sell up to 9 liters per person per day in sealed containers off-premises, and sell to wholesalers.

Requires farm breweries to use at least 25% Connecticut-grown or malted hops, barley, cereal grains, honey, flowers or other fermentables in year one, increasing to 50% in year two and beyond; allows beer meeting these standards to be labeled "Connecticut Craft Beer."

Authorizes farm breweries to sell beer at farmers' markets with a farmers' market beer sales permit and establishes an annual fee of $300 for the farm brewery permit.

Allows towns to prohibit farm brewery operations within their jurisdiction through ordinance or zoning regulation.
