Expands the Office of Policy and Management's responsibility to review whether buildings occupied by executive branch departments are being underutilized, effective July 1, 2017

Requires the secretary to include in state property inventories the number of state employees per square foot in each building owned or leased by departments listed in section 4-38c

Mandates state agencies provide requested information to the secretary for maintaining property inventories, with updates required at least annually

Requires the Secretary of the Office of Policy and Management to submit property inventories to joint standing committees on government administration and appropriations by July 1 of each year

Maintains existing requirements that state agencies obtain written approval from the secretary before changing ownership, use, or occupancy of state real property
