Commissioner of Correction must report recommendations to the judiciary committee by January 1, 2018 regarding the earned risk reduction credit program under section 18-98e of the general statutes.

Report must include recommendations to provide graduated sanctions for second and subsequent inmate misconduct offenses.

Report must identify which offenses result in partial loss of credits and which result in total loss of credits for inmates.

Report must include recommendations to improve inmate compliance with their inmate offender accountability plans.
