Amends section 19a-630 to define "reduction of specialty services" in the general statutes.

Requires a certificate of need from the Office of Health Care Access for any hospital seeking to reduce specialty services.

Mandates the Office of Health Care Access consider community needs assessments when evaluating whether proposals will meet public health care needs in the geographic region served.

Requires the Office of Health Care Access to hold a public hearing in the affected community upon written request by any individual.

Expands appeal rights to allow any three or more individuals collectively, or any individual representing an entity with five or more people, to appeal final decisions of the Office of Health Care Access.
