Amends subsection (b) of section 5-278 of the general statutes to define "insufficient funds" for legislative rejection of state employee arbitration awards.

Establishes five conditions that qualify as "insufficient funds": a projected budget deficit for the current fiscal year; a budget deficit in the previous fiscal year; current fiscal year expenditures within 90% of the statutory or constitutional expenditure cap; incomplete funding for Education Cost Sharing grants to municipalities; or unfunded liabilities for employee retirement and retiree health care exceeding 50% of total state budget appropriations.

Applies this definition to the state collective bargaining process, establishing objective criteria for when the legislature may reject arbitration awards.
