Establishes a task force effective July 1, 2017 to study strategies for improving relationships between licensed child care facilities and their surrounding municipalities.

Task force will examine timely reporting of missing residents to police, establishment of a hotline for reporting problems, warrant searches for placement candidates, personnel training, and reduction of emergency services usage.

Task force will consider penalties for facilities whose residents excessively violate municipal nuisance ordinances and the benefits of increasing community events between facility and municipal residents.

Task force consists of seven members: two appointed by House speaker (facility director and police officer), two by Senate president pro tempore (emergency medical services expert and municipal representative), two by Republican Senate president pro tempore (municipal CEO and small towns representative), and the Commissioner of Children and Families.

Task force must submit findings and recommendations to the joint standing committee on children by October 1, 2018, at which time it shall terminate.
