Office of Higher Education shall conduct a feasibility study on implementing a debt-free higher education program for in-state students attending public institutions of higher education.

Debt-free grant-in-aid is defined as the eligible cost for higher education minus other financial assistance, covering tuition and mandatory fees only (excluding room, board, and educational materials).

Study must include analysis of implementation for the regional community-technical college system, The University of Connecticut, and the Connecticut State University System.

Study must develop a plan to maximize other financial assistance options available to in-state students at public institutions.

Office of Higher Education shall submit findings to the joint standing committees on higher education and appropriations no later than January 1, 2018.
