Establishes a task force to study and develop strategies for implementing repealed portions of the Patient Protection and Affordable Care Act if any repeal occurs.

Task force shall examine continuity of coverage programs, sustainable funding, universal coverage, preventative care incentives, state individual mandates, preexisting condition coverage, tax credits, out-of-pocket limits, mental health and reproductive health access, and medical loss ratios.

Task force membership consists of 10 members: two appointed by House Speaker (with healthcare and insurance expertise), two by Senate President pro tempore, one each by House and Senate majority leaders, one each by House and Senate minority leaders, the Insurance Commissioner, and the Secretary of the Office of Policy and Management.

All appointments must be made within 30 days of the act's effective date, with the first meeting to occur within 60 days and chaired by persons selected by the House Speaker and Senate President pro tempore.

Task force must submit findings and recommendations to the joint standing committee on insurance by November 1, 2017, and terminates upon submission of the report or November 1, 2017, whichever is later.
