Amends Title 17b of the General Statutes to require the Department of Social Services to consider court-ordered child care support payments when determining eligibility for state-financed assistance programs.

Mandates consideration of the amount of child care support a child is entitled to receive from parents before determining state assistance benefits.

Requires evaluation of parents' ability to make court-ordered support payments as part of the eligibility determination process.

Applies to all state-financed assistance programs under Title 17b.
