Establishes a task force to study the Department of Children and Families' voluntary services program and consider whether to prohibit commissioners from requesting or requiring parents to terminate parental rights or transfer custody as a condition of admission

Task force shall examine methods to increase access to voluntary services, close gaps in insurance coverage, improve service quality, enhance case management, and assess adequacy of service providers

Comprises 14 members including medical professionals (pediatrician, child psychiatrist, primary care provider), educators, judges, parents who used the program, advocacy representatives, state commissioners, and the Child Advocate

Requires task force to submit findings and recommendations to the Governor and General Assembly by February 1, 2018, with task force terminating on July 1, 2018

First meeting must be held within 60 days of effective date, with monthly meetings thereafter and a quorum requirement of majority members
