Establishes a five-cent minimum charge per single-use carryout bag effective October 1, 2017, applied at the point of sale by retail stores.

Defines "single-use carryout bag" as bags made of plastic, paper, or other material that are not 100 percent recyclable, excluding pharmacy bags, protective bags for food items, bags for clothing on hangers, and bags for newspapers.

Applies to stores meeting specified criteria, including full-line grocery stores with annual sales of $2 million or more, retailers with at least 10,000 square feet of retail space, and convenience food stores.

Requires stores to deposit collected fees with the Commissioner of Revenue Services, which shall be deposited into an account established under section 23-15b of the general statutes.
