Prohibits any person from accepting, receiving, collecting, storing, treating, transferring, or disposing of waste from hydraulic fracturing, effective from passage.

Prohibits the collection or transport of waste from hydraulic fracturing for receipt, acceptance, or transfer in Connecticut.

Bans the sale, offering, bartering, manufacturing, distribution, or use of any anti-icing, de-icing, pre-wetting, or dust suppression products derived from or containing hydraulic fracturing waste.

Authorizes the Commissioner of Energy and Environmental Protection to request information about hydraulic fracturing waste and products, with the ability to prohibit products if information is not provided.

Requires persons exploring for oil or gas to register with the Commissioner of Energy and Environmental Protection, with regulations to include standards for exploration and production wells, abandonment procedures, and registration fees.
