Authorizes the Department of Agriculture to enforce federal Food Safety Modernization Act standards for produce farms, effective July 1, 2017.

Grants the department authority to inspect produce farms subject to federal requirements at reasonable hours and issue inspection certificates documenting compliance.

Allows the department to conduct voluntary inspections of produce farms not subject to federal requirements upon owner or operator request.

Empowers the department to issue orders for embargo, destruction, quarantine, and release of produce, with aggrieved parties able to request hearings under state administrative procedures.

Requires produce farm owners and operators to maintain federal records and make them available to the department upon request; authorizes the commissioner to adopt implementing regulations in consultation with Public Health and Consumer Protection commissioners.
