Prohibits the purchase, sale, offer for sale, or possession with intent to sell of ivory (from elephants, hippopotamuses, walruses, whales, or narwhals) and rhinoceros horn in Connecticut, effective July 1, 2018

Exempts antique ivory items removed from the wild before February 26, 1976 if they meet specific criteria including being less than 20% ivory by volume, not the primary value source, and accompanied by historical documentation proving age of at least 100 years

Exempts musical instruments made before February 26, 1976, noncommercial estate transfers, and items held by educational, scientific institutions or museums

Establishes penalties of $3,000-$6,000 fines or 6 months to 1 year imprisonment for first and subsequent violations, with amounts potentially doubling or tripling based on the item's value

Requires forfeited ivory or rhinoceros horn to be maintained by the Department of Energy and Environmental Protection for educational purposes, donated to qualified institutions, or destroyed
