Commissioner of Energy and Environmental Protection must submit a report by February 1, 2018 to the joint standing committee on the environment regarding beneficial end uses for discarded tires that keep recycling in-state rather than exporting or burning them.

Report shall evaluate beneficial end uses including pathways and trails for pedestrians and bikes, and construction materials such as roofing shingles, but shall not consider use in roadways.

Commissioner must establish a tire hauler license by July 1, 2018 required for any person commercially hauling discarded tires in Connecticut, with exemption for personal use transportation.

Tire hauler licensees must not illegally dump tires and must only deliver tires to facilities that store, dispose of, or use them in ways that protect public health and the environment.

Commissioner may establish a reasonable license fee and adopt regulations to implement the licensing requirements, with consideration given to tire hauler license requirements in Michigan, Maryland, and Texas.
