Adds new subsection (f) to Connecticut General Statutes Section 31-2, effective October 1, 2017, requiring the Labor Commissioner to encourage state agencies, boards and commissions that issue occupational certificates or licenses to assist individuals with criminal histories in the certification and licensing process.

Maintains existing Labor Commissioner duties including collecting labor statistics, administering employment and training programs, and coordinating with the Connecticut Employment and Training Commission.

Preserves Commissioner authority to request Attorney General action for injunctive relief and to assist agencies in recognizing military training and experience in licensing decisions.
