Amends section 42-288a of the general statutes to require social media sites operating in Connecticut to offer an "opt-out" option for users regarding contact list access.

Allows users to determine whether social media sites can access their personal contact lists for unsolicited marketing purposes directed at the user's contacts.

Applies to both subscribers and non-subscribers of social media sites without distinction.

Aims to protect consumers from unauthorized access to their personal contacts for marketing purposes.
