Extends election day registration hours to match voting hours of 6:00 a.m. to 8:00 p.m. at designated registration locations.

Requires applicants for election day registration to appear in person no later than 8:00 p.m. and be in line by that time to be admitted.

Designates an election official or police official to monitor the line at 8:00 p.m. and prevent entry of applicants not present by that deadline.

Allows student applicants to submit current photo identification from their institution of higher education instead of standard identification required under section 9-20.

Permits applicants without proof of residential address to submit alternative documentation such as a learner's permit or utility bill with current address, or institutional registration statement for students.
