Modifies the definition of "clinical peer" under Connecticut General Statutes section 38a-591a to require licensure in this state rather than any state in the United States.

Removes the requirement that clinical peers hold licenses in the "same or similar" specialty, narrowing it to the "same" specialty as typically manages the medical condition, procedure or treatment under review.

Adds specific qualifications for clinical peers reviewing child or adolescent substance use disorder or mental disorder cases, requiring national board certification in child and adolescent psychiatry or a doctoral level psychology degree with relevant training and experience.

Adds specific qualifications for clinical peers reviewing adult substance use disorder or mental disorder cases, requiring national board certification in psychiatry or a doctoral level psychology degree with relevant training and experience.

Effective date: January 1, 2018.
