Require municipal appointing authorities to establish a commission to review the municipality's charter or home rule ordinance once every ten years.

Commission must prepare a report summarizing any amendments to the charter or home rule ordinance that it determines are necessary.

Permit municipal legislative bodies to make minor and technical revisions to charters or home rule ordinances without following the standard procedure in section 7-190 of the general statutes.

Minor and technical revisions require approval by a two-thirds vote of the municipal legislative body.
