Modifies the Subsidized Training and Employment (Step-Up) Program to allow veterans to participate without meeting municipal residency requirements that typically apply to other new employees.

Expands the definition of "new employee" eligible for grants to include veterans as defined in section 27-103, removing the prior requirement that employees reside in municipalities with unemployment rates equal to or higher than the state rate (as of September 1, 2011) or populations of 80,000 or more.

Maintains existing grant structures: employers receive 100% wage subsidies for the first 30 days, 75% for days 31-90, 50% for days 91-150, and 25% for days 151-180 (capped at $20 per hour).

Takes effect October 1, 2017.
