Establishes a Connecticut Land Resource and Use Inventory and Green Plan Advisory Committee effective October 1, 2017, chaired by the Commissioner of Energy and Environmental Protection and consisting of 13 members representing state agencies, industries, conservation organizations, and academic institutions.

Requires the advisory committee to coordinate completion of a Connecticut Land Resource and Use Inventory cataloging all plants, habitats, farmland, forest land, brownfields, and current land uses by March 1, 2021.

Mandates development of a Connecticut Green Plan that promotes science-based land management, identifies appropriate locations for energy infrastructure, ensures public accessibility to land, and prevents land use conflicts.

Requires the advisory committee to hold at least three public hearings in different municipalities and provide at least a 90-day public comment period before finalizing the plan.

Upon General Assembly approval by majority vote of both chambers, the plan shall be considered in future energy procurement solicitations and updated at least every five years with annual public hearings.
