Establishes a task force to study consumer access to medical marijuana and evaluate whether supply meets patient demand and whether prices are reasonable relative to production and dispensing costs.

Task force study shall include the process for selecting dispensaries, number of qualifying patients and locations of dispensaries and producers, marijuana prices, operating expenses, and evaluation of price reasonableness.

Task force composition includes 9 members: economists and business experts from University of Hartford and Yale, licensed producers and dispensaries, a qualifying patient, and staff from the Department of Consumer Protection.

All task force appointments must be made by August 1, 2017, with the first meeting held by September 1, 2017.

Task force must submit findings and recommendations to the joint standing committee on consumer protection by February 1, 2018, and terminates on October 1, 2018 or upon submission of report, whichever is later.
