Establishes a working group to study the bond authorization process and develop evaluation criteria for the finance, revenue and bonding committee to use in prioritizing future bond authorizations.

Working group shall consist of the chairpersons, vice-chairpersons and ranking members of the finance committee, with authority to consult additional individuals as needed.

Required criteria shall include competitive grant processes for project prioritization and weighting factors favoring projects in public safety, transportation, public health, technology, and those promoting job growth and economic development.

Working group must present recommendations to the committee by January 1, 2018, including proposed criteria, recommended changes to state statutes or joint rules, and an implementation timeline.
