Establishes a task force to study the State Contracting Portal managed by the Department of Administrative Services and recommend ways to streamline the contracting process for the department and businesses.

Task force comprises nine members: two appointed by the House Speaker, two by the Senate President Pro Tempore, one each by the House and Senate majority leaders, one each by the House and Senate minority leaders, and the Commissioner of Administrative Services or designee.

All appointments must be made within 30 days of the effective date, with the first task force meeting required within 60 days.

Task force must submit a report with findings and recommendations to the joint standing committee on government administration by January 1, 2018, and terminates upon report submission or January 1, 2018, whichever is later.

Administrative support provided by the joint standing committee staff with cognizance over government administration matters.
