Amends Section 9-169 of general statutes to require municipalities containing higher education institution campuses to establish separate voting districts for those campuses during state elections (effective October 1, 2017)

Applies to institutions with reported full-time equivalent enrollment exceeding 3,000 students at a specific campus in the year prior to the state election

Requires institutions to notify the municipal legislative body and registrars of voters by January 1st of the election year, in the manner prescribed by the Secretary of the State, of their enrollment figures

Mandates that registrars of voters provide a suitable polling place at each qualifying campus, with the municipal legislative body determining location if registrars cannot agree

Provisions of this act supersede any conflicting charter or special act provisions
