Amends chapters 155 and 157 of the general statutes to require candidates and independent expenditure groups to cite direct sources when making claims about another candidate's public records, statements, voting records, attendance records, official platforms, or policy positions in campaign materials.

Applies source citation requirement to candidate committees making expenditures for campaign materials containing such claims and to any independent expenditures made on behalf of or in opposition to a candidate for similar materials.

Requires candidates participating in the Citizens' Election Program to have reasonable knowledge that claims made about another candidate's public record, statements, voting records, attendance records, official platforms, or policy positions are accurate before their committee publishes such materials.
