Establishes a customized job training incentive program administered by the president of Connecticut State Colleges and Universities in consultation with the Office of Workforce Competitiveness within the Labor Department, effective July 1, 2017.

Requires regional community-technical colleges to collaborate with new and expanding manufacturing and technology-based businesses with 200 or more employees to offer job training programs developing workforce skills specific to business requirements.

Authorizes the State Bond Commission to issue bonds not exceeding $1 million in aggregate principal to fund the Labor Department's administration of the customized job training incentive program.

Bonds issued shall be general obligations of the state with full faith and credit backing; the state appropriates all amounts necessary for punctual payment of principal and interest as they become due, with bonds maturing no later than 20 years from issuance.
