Commissioner of Housing shall designate three state-funded housing projects serving elderly tenants (age 62+) and younger tenants with disabilities for a comprehensive study.

Study must examine census data, rents charged, operating costs, municipal service usage (ambulance, police, fire), available support services, and service gaps for designated projects.

Study shall compile eviction data from the past five years, including total evictions, evictions of elderly tenants, evictions of younger tenants with disabilities, and evictions resulting from conflicts between the two groups.

Commissioner must convene stakeholder meetings including property managers, tenants, advocates, municipal social service directors, first responders, and local service providers to gather relevant information.

Commissioner shall report study findings to the joint standing committee on housing on or before March 1, 2018.
