Establishes a working group to study health insurance premium rate increases in the state and develop recommendations to reduce such increases.

Working group consists of insurance committee chairpersons and ranking members, plus nine additional members appointed by legislative leadership (Speaker, President Pro Tempore, and Majority and Minority Leaders of both chambers).

All appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days.

Working group must submit a report with recommendations to the joint standing committee on insurance by January 1, 2018, at which point the group terminates.

Administrative staff of the insurance committee shall provide support to the working group.
