Directs the chairpersons and ranking member of the joint standing committee on commerce to appoint and convene a working group to examine business recruitment and marketing strategies for Connecticut.

Working group shall develop recommendations for a comprehensive marketing plan to attract businesses, improve recruitment efforts, increase job creation, and leverage private sector expertise and resources.

Requires the working group to include representatives from the legislature, Commission on Economic Competitiveness, Connecticut Economic Resource Center, chambers of commerce, marketing firms, banking, higher education institutions, and growth sectors including health care, bioscience, insurance, and advanced manufacturing.

Mandates the first working group meeting occur no later than 60 days after the effective date, with quarterly meetings thereafter until final report submission.

Working group must submit findings and recommendations to the joint standing committee on commerce no later than January 15, 2018, at which time the working group shall terminate.
