Amends Title 10 of the General Statutes to ensure state mastery examinations provide a valid, fair, and reliable estimate of student performance relative to grade-appropriate standards.

Prohibits mastery examination results from being used as the sole indicator for student promotion or graduation.

Requires guidelines to investigate and continuously monitor computer device effects, variance in student computer skills and fluency, and computer adaptive test alignment issues.

Prevents the supplanting of academic standards and ensures maintenance of a diverse curriculum.

Prohibits use of mastery examinations for purposes beyond their original design and validity.
