Amends Title 10 of the General Statutes to ensure state mastery examinations provide valid, fair, and reliable estimates of student performance relative to grade-appropriate standards.

Prohibits mastery examination results from being used as the sole indicator for student promotion or graduation.

Requires guidelines to investigate and continuously monitor computer device effects, variance in student computer skills and fluency, and computer adaptive test alignment and question pool issues.

Prevents supplanting of academic standards and ensures diverse curricula in conjunction with mastery exam implementation.

Prohibits use of mastery examination results for purposes beyond their original design and validity parameters.
