Amends section 10-16p of general statutes to permit persons holding a bachelor's degree with a concentration in early childhood education from any accredited institution of higher education to satisfy staff qualifications requirements for early childhood education programs.

Updates subparagraph (B) of subdivision (2) of subsection (b) of section 10-16p to apply to 2020.

Updates subparagraph (C) of subdivision (2) of subsection (b) of section 10-16p to apply to 2023.

Repeals section 10-520 of the general statutes.

Expands the pool of eligible educators who can work in Connecticut's early childhood education programs.
