Establishes a Student Athlete Protection Commission within the Office of Higher Education, effective July 1, 2017, to develop and enforce policies protecting college athletes at Connecticut institutions.

Commission shall consist of 10 members appointed by legislative leaders and the Governor with expertise in sports medicine, traumatic brain injuries, athletic training, academic advising, and athletic governance, plus three ex-officio non-voting members from state universities.

Commission powers include identifying best practices to prevent athlete injuries, establishing and implementing policies for all in-state athletic programs, investigating complaints, issuing subpoenas, and assessing civil penalties up to $1,000 for noncompliance.

Initial appointments must be completed by September 1, 2017, with terms expiring August 31, 2021; commission shall meet quarterly and submit annual reports to the Governor and relevant legislative committees beginning January 1, 2019.

Commission may employ staff and enter into contracts within appropriated funds to carry out its duties, including establishing complaint and appeal processes for athletic programs contesting penalties.
